Environmental Justice Policy Program Initial Survey – please fill out

The Los Angeles Department of City Planning recognizes the historical and current need to address Environmental Justice concerns in Los Angeles and is excited to initiate the Environmental Justice Policy Program, which is a comprehensive effort to centralize and strengthen environmental justice policies in the City’s General Plan. The General Plan describes policy goals and objectives that inform land use decisions, and ultimately shape and guide the physical development of the City.

As part of the Program, City Planning anticipates updating the Health Element, also called “The Plan for a Healthy Los Angeles,” and the Air Quality Element of the General Plan. Other changes include making targeted updates to the Open Space Element, and the creation of a new environmental justice element or chapter in the Health Element.

A recently completed Health Element Progress Report provides the status of the existing Health Element programs. This report will inform additional environmental justice policies and programming as part of the Environmental Justice Policy Program.

In addition to the Environmental Justice Policy Program, the Department is set to launch a Climate Vulnerability Assessment (CVA) in partnership with the Emergency Management Department and the Climate Emergency Mobilization Office. The CVA will help identify the City’s communities that are most vulnerable to climate change and will ensure that climate equity is a priority in future climate planning efforts.

Please join us in this important effort today by taking initial survey. A critical aspect of this work is ensuring meaningful community involvement throughout the planning process, with a focus on centering the voices of those most impacted by environmental injustice. Your input will guide the development of stronger environmental justice policies and will inform the prioritization and implementation of programs in the General Plan. More opportunities to engage in the process will become available throughout this multi-year effort.

LADWP Financial Assistance

The Low Income Household Water Assistance Program (LIHWAP) will end December 31, 2023 and though the amounts vary, the program amount increased and now provides up to $15,000 to pay past due water and sewer bills, and from $200 to $316 for current water and sewer bills for qualifying customers.

Here are some key points about the 2023 Program:

LIHEAP and LIHWAP are two state programs that provide up to $5,000 $18,000 in assistance for utility bills for low income households. Enrollment is very low and LADWP wants to make sure that LADWP customers are aware of this and other programs that can help.

Replace Your Ride program – up to $9,500 for those eligible

Qualified Replace Your Ride program applicants can receive up to $9,500 to replace their own older, high-polluting vehicle with a newer vehicle, upgrade to a hybrid or electric vehicle or an e-bike or an alternative transportation card. This program is available to vehicle owners residing within the South Coast AQMD Jurisdiction who meet the income and vehicle requirements.

I was briefed earlier today by the National Weather Service about the tropical storm’s trajectory. Based on the current forecast track, our region could see scattered thunderstorms overnight, with heavy rain and wind impacting Los Angeles tomorrow and Monday morning.

SIGN UP FOR EMERGENCY NOTIFICATIONS

Tonight, our City’s Emergency Operations Center will be activated at Level 2 ahead of Hurricane Hilary making landfall. As we mobilize and prepare, Angelenos should stay safe and informed.

Stay Safe During the Storm

Avoid any unnecessary travel. If you do not need to be on the road please postpone all non-essential travel until the peak of the storm passes. Have your emergency kit and essential devices on hand and ensure that all your devices are charged. Call 911 if there is a life-threatening emergency.

Be Careful During Power Outages

Please take official weather warnings seriously. Prepare for potential widespread and unpredictable power outages. If your power goes out, report it at LADWP.com/Outages. Make sure you have a flashlight with extra batteries nearby. Do not use a candle as a light source as it poses a fire risk.

Sign up at LADWP.com/OutageAlert for updates on outages. Remember to stay away from downed wires.

Report Damages and Request Assistance

The City of Los Angeles has made additional emergency trucks available at all times, citywide to respond to storm damage. Report storm impacts like roadway flooding or mudslides through LACity.gov/Myla311 or by calling 311.

Support for Unhoused Angelenos

The Mayor’s Office has worked to open temporary emergency shelters located near areas at risk of flooding and the City has been offering transportation to shelters as a part of outreach efforts. Additional shelter will open tomorrow. For those who are unable to move, provisions including tarps and emergency blankets are being provided.

The City’s emergency response departments will be on standby to assist those in life-threatening situations.

It’s predicted that Southern California will see heavy rainfall through early next week – with the most intense conditions occurring Sunday into Monday – as Hilary approaches, likely as a tropical storm. Tues. August 8 Board Meeting at 7 pm

The Harbor Gateway North Neighborhood Council Board will hold its next Board meeting on Tues. August 8 at 7 pm at 555 W. Redondo Beach Blvd. in Room 185. The Board will appoint representatives to the Emergency Preparedness Alliance and Sustainability Alliance meetings, as well as two Budget Representatives who can become more involved in the City budget review that is done by the Neighborhood Council Budget Advocates.

The Board will also consider a letter of support for trees to be planted in the medians on both the north and south sides of Rosecrans Avenue and support for four council Files, including one in support of the Independent Redistricting commission which when formed, will consider adding possibly ten more City Council seats to the current 15 for better representation of residents. The Field Deputies for Council District 8 and Council District 15 will also make reports and be available to answer questions.

The Los Angeles Department of Water and Power’s solar Feed-in-Tariff (FiT) program pairs property owners with qualified solar developers. In exchange for space on your rooftop/parking lot, building owners receive regular lease payments from the solar developer. The FiT program solar canopy and carport adder now allows property owners to install solar on their parking lots while also incentivizing the installation of electric vehicle chargers on their property.

This opportunity means you can turn your roof/parking lot into an asset, without incurring the costs that solar installation would otherwise require. Rooftop and parking lot solar paired with EV chargers also increase your property value while cutting down on HVAC costs. Plus, annual roof repair costs are often covered under warranty.
